The Africa Fellows in Education Program(AFEP) aims to address the local capacity gap arising from the inability of individuals, institutions and governments to effectively use student outcome data to improve education policy in schools. AFEP addresses the challenge by supporting a local network of fellows with enhanced skills in evaluating existing educational research, developing and using performance data to make better decisions, and introducing rigorous evidence into the decision-making process

Local expert researchers will also form a constituency for expanding and improving assessment structures in their countries.AFEP therefore seeks to groom a group of Africa-based leaders capable of developing evidence and shaping educational policies relevant to their countries.

Structure of AFEP

The program is organized around a combination of in-country activities and network/training opportunities regionally and abroad.Under the two out-of-country segments, it is expected that the successful fellows will have the opportunity to attend two of the most prominent international conferences on the economics of education – the CESifo Economics of Education conference and the Association for Education Finance and Policy (AEFP) conference.

In addition to these conferences, the fellows will participate in a series of short courses designed to be most suitable to their needs, covering topics such as evaluation methods, communications, incentive structures, and other related areas while also allowing fellows to foster international connections. They will also be series of lectures of testing and performance measurement. The first two weeks are slated for September and November 2025,with the other two happening in March 2026.

Funding Information

The funding includes a $35k research grant. The program will also directly cover up to the $25k in expenses for mentorship, study visits, conference travel and in-country workshops to share research findings and training.

Eligibility

  1. Be a national of a Sub-Saharan African country;
  2. Have an MA or PhD degree, preferably in Economics, education policy, social/public policy, development studies or international development, with a strong focus on education. While a PhD is not mandatory, GEAI and PEP encourage fresh PhD graduates who can benefit from mentorship and additional training to become solid researchers;
  3. Be proficient in quantitative data analysis, with a strong knowledge of data analysis software such as R and Stata;
  4. Not be older than 35 years old;
  5. Demonstrate interest in education policy research and analysis;
  6. Work for the government or have an affiliation at either a research or higher education institution in a Sub-Saharan African country and intend to do so for the foreseeable future;
  7. Qualified females are strongly encouraged to apply.

  1. A two-page statement of interest;
  2. A two-page essay. The essay must be prepared in English. In this essay, the applicant must
    a. either think and write about a specific education problem in their home country and how it could be scientifically evaluated using quantitative methods.
    b. or write an essay responding to any of the questions under the five thematic areas of our partner institution, Teaching at the Right Level (TaRL) Africa (see attached thematic areas). Similarly, candidates must explain how such questions could be scientifically evaluated using quantitative or mixed (quantitative and qualitative) methods.
  3. A detailed and updated CV with at least two (2) referees the selection committee can contact.

We aim to bring diverse perspectives to science by offering opportunities to talented early career individuals without an academic background. This fellowship can fund internships, research projects, personal development, and support for young parents pursuing further training.

Who can apply?

This fellowship is for apprentices, dual students or early career professionals without a university degree and less than five years of employment. Applicants must pursue their current apprenticeship or profession in a German-speaking country (Germany, Austria or Switzerland).

We particularly encourage applications from parents with children and people with German as a second language. Time taken for parental leave or other exceptional circumstances does not contribute to the five-year period.

A team of professors are seeking a motivated PhD candidate to evaluate how well newly-developed climate and hydrological projections capture the characteristics and mechanisms of Australian droughts. The candidate will then work towards reducing uncertainty in future drought projections. The project will enhance the national understanding of future drought risk to build resilience across Australia’s society, economy and environment and contribute to global efforts to improve modelling tools for future drought assessments.

The PhD candidate will be supervised by myself, Andrew Pitman, AO, FAA, and David Hoffmann. A competitive scholarship is available.

The Australian Government Scholarship is a long-term award offered by the Department of Foreign Affairs and Trade. They are geared towards addressing the developmental needs of partner countries. They provide opportunities for citizens of these countries to undertake full time undergraduate or postgraduate study at participating Australian universities and Technical and Further Education (TAFE) institutions. These opportunities help promote skills development and knowledge acquisition to help contribute to development in their home countries.

Benefits of the scholarship:

The Scholarships is offered for the minimum period necessary for the individual to complete the academic program specified by the Australian higher education institution, including any preparatory training. The scholarship offers the following benefits:

  1. Full tuition fees
  2. Return air travel – payment of a single return, economy class airfare to and from Australia, via the most direct route
  3. Establishment allowance – a once only payment as a contribution towards accommodation expenses, text books, study materials
  4. Contribution to Living Expenses (CLE) – a fortnightly contribution to basic living expenses paid at a rate determined by the department.
  5. Introductory Academic Program (IAP)–a compulsory program prior to the commencement of formal academic studies covering information on living and studying in Australia
  6. Overseas Student Health Cover (OSHC) for the duration of the award (for award holder only)–provided to cover the scholar’s basic medical costs (with the exception of pre-existing conditions)
  7. Pre-course English (PCE) fees – if deemed necessary PCE may be available for students for in-country and/or in-Australia training

  9. Fieldwork (for research awards and Masters by coursework which have a research component where fieldwork is compulsory) may be available for eligible research students for one return economy class airfare via the most direct route to their country of citizenship or within Australia.

Scholarship Conditions

Scholarship awarded will have to sign a contract with the Commonwealth of Australia declaring compliance to the terms and conditions of the scholarship.

Scholars are also required to leave Australia for a minimum after leaving Australia. Failure to do so will result in a penalty.

The application process for the Summer School’s 2025 edition is open and will run until 17 March 2025 (midnight CET). 

How to Apply

To apply, you will need:

  1. A cover letter of max. 500 words explaining your background and motivation for enrolling to the Summer School;
  2. A CV in PDF format; and
  3. At least one letter of recommendation in PDF format (including the signatory’s name, title and signature). Depending on your profile, the recommendation(s) can be academic or professional in nature.
    The results of the selection process will be communicated to applicants in April. Due to the high number of applications, applicants will not receive individual feedbacks.

Places in the programme are limited to ensure the quality and depth of the interactions and discussions. English proficiency is required (although no certificate of language proficiency will be asked). In addition to the quality of applications, the selection committee also aims to ensure a diverse cohort of participants.

It also includes the certificate of attendance with the equivalence of 3 ECTS credits.The fee does not include accommodation. 2) Tuition fees for the online programme:

This fee includes all the classes and course materials, access to the online learning platform, and a certificate of attendance with the equivalence of 3 ECTS credits. The school reserves the right to only offer the programme on campus, depending on the number of online applications received.

Scholarships

In their application form, those applying for a scholarship will be able to upload an additional letter in which they set out the reasons why they believe to be eligible for a tuition fee waiver.
